Bank Indonesia (BI) has launched Kartu Kredit Indonesia (KKI) for the retail segment, a new domestic credit card scheme.
Alongside it, BI expanded its QRIS Merchant Discount Rate (MDR) policy, waiving fees for a wider range of transactions.
BI unveiled both policies on 17 August, marking Indonesia’s 81st Independence Day.
KKI gives retail customers a domestically processed deferred-payment option.
Transactions route through Indonesia’s national payment infrastructure rather than international card networks.
The card previously existed only for government use.
Eight payment service providers issued KKI at launch: BCA, Bank Mandiri, BNI, BRI, CIMB Niaga, Permata Bank, Bank Mega, and Bank Syariah Indonesia (BSI), which developed a sharia-compliant version.
In its initial phase, BI issues KKI only as a digital card. Customers can use it as a funding source for QRIS transactions via both scan (QRIS MPM) and tap (QRIS Tap) methods.
BI said the card will expand in stages to online payments and eventually a physical card.
Ryan Rizaldy, Head of BI’s Payment System Policy Department, said the retail segment targets Gen Z and millennial consumers who already use credit-based payment sources.
Acting BI Governor Destry Damayanti said the domestic scheme “gives businesses more room to enter the digital ecosystem.”
She described KKI as an efficient, prudent credit alternative integrated with the national payment infrastructure.
Free QRIS Transactions Expand Nationwide
Alongside KKI, BI expanded its QRIS MDR 0% policy to cover all merchant categories for transactions up to Rp100,000, effective 1 October.
Micro enterprise merchants retain the 0% rate for transactions up to Rp500,000.
The zero-fee threshold previously applied only to select merchant categories, with other merchants charged an MDR of 0.7%.
Destry said she was proud to officially launch the expanded policy, framing it as a way to ease transaction costs for businesses, widen the reach of Indonesia’s digital economy, and support public purchasing power.
BI data show QRIS had reached 65.77 million users and 44.86 million merchants as of June, with 96.68% of merchants classified as micro, small, and medium enterprises.
QRIS recorded 12.55 billion transactions worth Rp1.12 quadrillion in the first half of 2026, up 93.92% year-on-year.
